<P>PROBLEM TO BE SOLVED: To provide an ID card creating system capable of efficiently and quickly creating an ID card. <P>SOLUTION: In the ID card creating system 100, information for creating an ID card, which is transmitted and received in a series of ID card creating processing, are created to be classified into print data to be printed on a surface of the ID card and recording data to be recorded in a built-in memory of the ID card, then various processing are performed on the basis of data according with print processing or recording processing.
