PROBLEM TO BE SOLVED: To provide a mobile station controller that adjusts a transmission power between a relay wireless base station of a mobile navigational object and a wireless base station installed at the outside of the mobile navigational object at high speed so as to hardly cause errors in transfer information at a user terminal. SOLUTION: A channel capacity collection means 41 of the base station controller 4 collects channel capacities of the relay wireless base station in the mobile navigational object and wireless base stations installed at the outside the mobile navigational object and an information speed calculation means 42 calculates a transferable information speed on the basis of the channel capacities collected by the channel capacity collection means 41. A user terminal information speed setting means 43 sets each information speed of each user terminal so that the sum of the information speeds of all the user terminals performing communication via the relay wireless base station in the mobile navigational object does not exceed the information speed (the transferable information speed calculated on the basis of the channel capacities of the relay wireless base station in the mobile navigational object and the wireless base stations installed at the outside of the mobile navigational object) calculated by the information speed calculation means 42.
