PROBLEM TO BE SOLVED: To provide a plant operation optimizing device for creating an operation plan in a short time by quickly operating genetic algorithm. SOLUTION: A plant operation optimizing device 10 is configured to control a plant where a plurality of plant facilities are connected from the upstream side to the downstream side, and at least a pair of plant facilities are arranged in parallel based on a preliminarily created operation plan. An operation planning means 14 prepares the optimal operation plan related with each plant facility by using a genetic algorithm including a formulating function 24. When water is distributed from one plant facility to a pair of plant facilities arranged in parallel at the downstream side, the operation planning means 14 executes the formulating function 24 of the genetic algorithm based on information related with a water distribution quantity rate from one plant facility to a pair of plant facilities at the downstream side to be transmitted from a multi-distribution process formulating means 18.
