PROBLEM TO BE SOLVED: To charge a bootstrap capacitor without short-circuiting a power supply while employing the bootstrap capacitor, in an active converter. SOLUTION: A smoothing capacitor 44 and a bootstrap capacitor 426 are charged by means of a diode rectifying mode using a natural rectification. Thereby, the bootstrap capacitor 426 as well as the smoothing capacitor 44 are charged, without short-circuiting phase power supplies 1R, 1S. As compared with the case that the bootstrap capacitor 426 is separated from the phase power supplies 1R, 1S and is charged, and then the phase power supplies 1R, 1S are connected to the active converter 4 to charge the smoothing capacitor 44, the static electricity required for the bootstrap capacitor 426 is reduced, in charging the smoothing capacitor 44.
