PROBLEM TO BE SOLVED: To efficiently read a bit string on a memory into a register and efficiently write a bit string in the register to the memory. SOLUTION: A control means 60, at reading processing, stores read data stored on a memory in the register via bit string data stored in a bit stream buffer 20 according to a reference position on memory stored in a bit stream pointer 10 and the bits of bit string data stored in a bit stream counter 30; and at writing processing, stores write data stored in the register in the memory via bit string data stored in the bit stream buffer 20 according to a reference position on memory stored in the bit stream pointer 10 and the bits of bit string data stored in the bit stream counter 30.
