PROBLEM TO BE SOLVED: To provide a method for producing paper, by which the draining, holding and forming of paper are further improved to give the highly filled paper. SOLUTION: This method for producing the paper or paperboard, comprising forming a cellulose suspension, draining the suspension on a screen to form a sheet, and then drying the sheet, is characterized by flocculating the suspension with a flocculating agent containing a silicate-based substance and organic fine particles having an un-swollen particle diameter of <750 nm.
