PROBLEM TO BE SOLVED: To control the generation of moire without deteriorating a resolution unnecessarily. SOLUTION: Average processing portions y71, m71, c71 and k71 scan a matching table of n pixel×n pixel set by an average pattern of the same pattern shape as a screen pattern to the fast scan direction and the slow scan direction of image data and conduct average processing to average a pixel value of each pixel coinciding with a position of the average pattern of the matching table in each fast scanning line at the same period as screen processing. A specific area required for the sharpness of a character and a fine line or the like is identified based on an image identifying signal deciphered in a decoder D at the average processing time and the specific area is eliminated from an object of the average.
