<P>PROBLEM TO BE SOLVED: To provide an inexpensive information communication technology capable of transmitting information between a traveling object of an automobile or the like and the outside of the traveling object. <P>SOLUTION: A traffic signal 10 modulates visible light for a main purpose (color signal output) in accordance with first transmission information and outputs the visible light for the main purpose and a purpose (transmission of first transmission information) different from the main purpose, and a light receiving unit 20P of a vehicle 20 receives the visible light from the traffic light 10 and analyzes an electrical signal relating to the visible light to acquire the first transmission information.
