PROBLEM TO BE SOLVED: To provide a device for properly deciding a situation requiring caution to perform processing for the caution, a threat or the like as the need arises, instead of merely detecting approach of a person or the like to be cautious.

SOLUTION: The inside of a monitoring range is imaged by an imaging means, and necessity of countermeasure processing or a degree of the countermeasure processing is decided about each face detected by a detection means from a pickup image on the basis of size thereof or storage information (a continuous residence time in the monitoring range, an appearing frequency in the monitoring range or the like).
