<P>PROBLEM TO BE SOLVED: To provide a railway vehicle bearing-sealing device having high wear resistance, low cost and high sealing performance. <P>SOLUTION: An elastic seal 7 is arranged on the side faces of bearings 3, 4 fitted to an axle 1. A seal lip 7a of the elastic seal 7 is slid on the outer periphery of a seal wear ring 5 to seal the bearings. On the surface layer of a lip sliding face 9a between the outer periphery of the seal wear ring 5 and the seal lip 7a and a chamfering portion 9c neighboring the lip sliding face 9a, a ceramic coating film 9b is applied which contains TiN or TiCN harder than SiO<SB>2</SB>and Al<SB>2</SB>O<SB>3</SB>.
