PROBLEM TO BE SOLVED: To nondestructively measure blocking force and stiffness of a piezoelectric element by simple constitution. SOLUTION: This instrument/method is provided with a keep plate 2 for pressing the piezoelectric element 1 of a measuring object to be functioned as a spring by deflection of itself, a pressure impressing means for supporting the keep plate 2 by pressure larger than pressure applied with a displacement of the piezoelectric element 1, a spring constant changing means (for example, a plurality of shafts 16) for changing a spring constant of the keep plate 2, a pressure measuring means (washer load cell 13) for measuring pressure fluctuation accompanied to the displacement of the piezoelectric element 1, and a displacement measuring means (laser displacement gage 14) for measuring the displacement of the piezoelectric element. The spring constant of the keep plate 2 is changed to measure the displacement of the piezoelectric element 1 when impressed with a prescribed voltage to the piezoelectric element 1, and a pressure change accompanied thereto, in each of the spring constants, and mechanical characteristics, for example, the blocking force and the stiffness, of the piezoelectric element 1, are found based on a relation between the measured displacement and the measured pressure fluctuation.
