PROBLEM TO BE SOLVED: To provide a new unit water quantity measuring method of fresh concrete and its device, dispensing with separation of only a mortar component, and capable of performing easily highly accurate measurement in a short time required for measurement by using fresh concrete itself as a measuring object. SOLUTION: In this method, a transmitting antenna 4 and a receiving antenna 5 are arranged oppositely across a sample, and a microwave is radiated from the transmitting antenna 4, and the microwave passing through the sample is received by the receiving antenna 5, and the moisture content included in the sample is calculated based on the attenuation quantity of the microwave caused by the sample to be measured. In the method, the sample is the fresh concrete F, and the unit water quantity is calculated in consideration of one or a plurality of the air quantity in the fresh concrete F, the percentage of water absorption of an aggregate, the concentration of a chloride and the temperature of the fresh concrete F.
