PROBLEM TO BE SOLVED: To provide an electrical insulation improving agent and an electrical insulation improving agent composition capable of imparting high electrical insulation performance to an electrical insulation resin in using a non-lead-based stabilizer as a stabilizer for the resin, and to provide an electrical insulation resin composition. SOLUTION: Silica gel powder as the electrical insulation improving agent is provided, having a specific surface area of 300-1,000 m<SP>2</SP>/g, a bulk density of 0.15-0.4 g/cm<SP>3</SP>and the pore diameter corresponding to the main peak of the pore size distribution curve of 4 nm or smaller.
