PROBLEM TO BE SOLVED: To provide a decoder having an adaption rate to the situation of a transmission communication channel without reducing utilization efficiency in a transmission line even if using the transmission line changing with time and frequency. SOLUTION: A communication line situation detector 504 detects the situation of the communication channel with a transmitter, based on a pilot signal. An inspection matrix reconfiguration section 505 stores a reference inspection matrix used for LDPC coding in the transmitter, and reconfigures the reference inspection matrix according to results detected by the communication channel situation detector 504. An LDPC decoder 503 performs LDPC decoding operation following an inspection matrix given from the inspection matrix reconfiguration section 505 to the likelihood value of each bit in a decoded bit row inputted from a detector 502, and obtains the probability value of each bit for composing reception data.
