PROBLEM TO BE SOLVED: To selectively vary the functions of control points, thereby increasing the efficiency of arranging characters when decoding for digitization the content of a digital image of a handwritten letter or ancient document where character strings are not arranged regularly. SOLUTION: Characters are arranged using control points that can be controlled by means of an indicator. Two kinds of principal control points and three kinds of control points that can be arranged selectively are set. The amounts of movement of these boundary control points for laborsaving arrangement are added together in accordance with particular requirements on the control points within limited ranges in front of and behind the boundary control points so as to arrange the characters consequently and to reduce the total procedure of arranging.
