PROBLEM TO BE SOLVED: To provide a positioning environment information generating device, or the like for providing information also on obstacles other than the message failure of satellite radio waves without requiring any aerial photographs. SOLUTION: The positioning environment information generating device 20 comprises: route information; map information including structure information; a target range route information generating means for generating target range route information for indicating a target range route that is a route in a positioning environment information generation range, based on the route information and the positioning environment information generation range information; a positioning obstacle information generating means for generating positioning obstacle information by extracting a positioning obstacle that is a structure that becomes a positioning obstacle in a target range route, based on the structure information and the target range route information; and a positioning environment information generating means, and the like for generating positioning environment information for indicating the positioning environment of a positioning terminal 16 in the target range route, based on the positioning obstacle information.
