PROBLEM TO BE SOLVED: To provide an operation control method for stably changing a load on plant operation in short time. SOLUTION: An operation amount, which is hard to strictly control, for example, is automatically changed in load at a constant speed, and another operation amount, which is strictly controlled, is automatically controlled to prevent the collapse of the balance of a liquid surface. Thereby each flow rate in a plant is changed, and the whole load is changed (increased or decreased) in a short time while dynamically keeping the whole flow rate and the balance of the liquid surface in the plant.
