PROBLEM TO BE SOLVED: To provide a new process for preparing an imiquimod and to provide a new hydroxylamine and a new hydrazine derivative useful as an intermediate for preparation thereof. SOLUTION: The process for preparation is carried out as follows. 4-Chloro-1-isobutyl-1H-imidazo[4,5-c]quinoline represented by formula (I) is reacted with an amine compound represented by formula (II) NH<SB>2</SB>-X (II) [wherein, X is an OR group or an NR<SB>1</SB>R<SB>2</SB>group äwherein, R is a hydrogen atom, a 1-6C alkyl group, an aryl-1-4C alkyl group, an aryl group or an SO<SB>3</SB>H (sufo) group; and R<SB>1</SB>and R<SB>2</SB>are each independently a hydrogen atom, a 1-6C alkyl group, an aryl-1-4C alkyl group, an aryl group or an SO<SB>2</SB>R<SB>3</SB>group (wherein, R<SB>3</SB>is an aryl group)}].
