<P>PROBLEM TO BE SOLVED: To provide a technique capable of rapidly outputting a high-quality image by simple processing. <P>SOLUTION: Pixels are put together into pixel groups per a plurality of pixels, and it is determined whether or not the pixel groups are divided on the basis of a gradation value distribution in the pixel group. A representative gradation value of the pixel group is decided for the pixel group not to be divided, and a representative gradation value of each region generated by dividing for the pixel group to be divided. Subsequently, the presence or absence of the dot formation of each pixel in the pixel group is determined from a multi-valued result value obtained by multi-valuing the representative gradation value, and an image is outputted. For the pixel group divided this time, whether or not dot formation is performed for each pixel in the region is determined on the basis of a multi-valued result value of each region. The multi-valued result value can rapidly perform the generation or delivery of data.
