<P>PROBLEM TO BE SOLVED: To make temperature distribution uniform in the shaft direction of a fixing roller. <P>SOLUTION: Roller temperature T1 is detected by a roller temperature sensor 76, and driving of cooling fans 78 and 79 is started, when the roller temperature T1 satisfies the relation T1>T2×α1(where the set temperature of the fixing roller 71 is T2, and first factor of safety is α1(0<α1<1)).
