PROBLEM TO BE SOLVED: To provide a film-forming polymer composition which is excellent in water repellency, oil repellency, rub resistance and surface non-adhesive property, can be dissolved or uniformly dispersed in a silicone solvent, shows a high makeup-lasting property and is flexible, and a cosmetic containing the same. SOLUTION: The polymer composition contains (A) a fluoropolymer having an ionic group and (B) a silicone having an ionic group with a charge opposite to that of component (A).
