PROBLEM TO BE SOLVED: To provide a reliable optical semiconductor apparatus that prevents foreign matters inherent in the sealed space between a recess in an insulating substrate and a light transmission lid from adhering and sticking to the light reception section of an optical semiconductor device as a floating foreign matter, and allowing the optical semiconductor device to normally receive outdoor daylight for a long time without causing any distortion, and can send a normal electric signal to external equipment, devices, or the like. SOLUTION: The optical semiconductor apparatus 9 comprises the insulating substrate 1 having a recess 1a for accommodating and mounting the optical semiconductor device 3 on the upper surface; a wiring conductor 2 led from the inside to the outside of the recess 1a in the insulating substrate 1; the optical semiconductor device 3 that is mounted on the bottom surface of the recess 1a in the insulating substrate 1, allows an electrode 4 to be electrically connected to the wiring conductor 2, and has a light reception section 3a at the center of the upper surface; and the light transmission lid 5 that is mounted to the upper surface of the insulating substrate 1 so that the recess 1a is blocked and forms a projection 5a on the lower surface opposite to the light reception section 3a.
