PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing apparatus in which deterioration of recording quality due to response delay of an objective lens actuator is prevented without damaging an optical or mechanical performance. SOLUTION: This focus control mechanism 110 is provided with an objective lens actuator 3 driving an objective lens in the direction of an optical axis, a semiconductor laser 4, a focus error detecting means 5 detecting a focus signal, a coupling lens 6 condensing light of the semiconductor laser 4, a beam splitter 7 separating recording and reproducing information, an actuator control means 9 controlling the objective lens actuator 3, a storage means 20 storing a defocus target value, a defocus target value setting means 21 outputting a defocus target signal DF, an address indicating means 22 indicating a recording start address, a light emitting output control means 23 switching light emitting output to output for recording and for reproducing, and an adder 24 adding signals.
