<p><P>PROBLEM TO BE SOLVED: To obtain an image coding device which can reduce power consumption in quantizing processing by simplifing configurations. <P>SOLUTION: Result prediction part 2 makes predetermined determination based on a quantizing parameter to a DCT factor, and predicts whether an output of a quantizing operator 4 reaches a zero factor. A clock control unit 3a reduces a clock frequency supplied to the quantizing operator 4 when the prediction result of the result predictor 2 is a zero factor.
