PROBLEM TO BE SOLVED: To select a channel for use in communication quickly even when a jamming wave having a received electric field level exceeding a threshold exists. SOLUTION: When the received electric field level E of a radio signal received at a receiving section 2 is lower than a reference threshold S<SB>th</SB>but higher than a lower limit threshold L<SB>th</SB>, timer value T1 is set as a synchronization establishment waiting time. When the received electric field level E of the radio signal is higher than the reference threshold S<SB>th</SB>, timer value T2 shorter than the timer value T1 is set as the synchronization establishment waiting time. If a frame synchronization establishment signal is not outputted from a synchronization detecting section 4 eve upon elapsing the synchronization establishment waiting time thus set, switching of channel is directed.
