PROBLEM TO BE SOLVED: To suppress the generation of jam in a recovery container when the recovery container is full when paper money is collected from a housing container. SOLUTION: In recovering paper money from the housing container to the recovery container 15, when the recovery container 15 becomes full, paper money which is discriminated to be normal by a discrimination part 14 and has not passed through a sensor 19 is conveyed to a money payment/reception port 11 so as to be accumulated according to the guidance of a blade 18a.
