PROBLEM TO BE SOLVED: To provide a recycling device, for a recording medium having a peeling layer thereon, capable of stably keeping the quality thereof by restraining the occurrence of waviness, a blemish or the like thereon even in repeated recycling thereof. SOLUTION: The recording material removing device 1 is equipped with a squeezing member 18 provided with a circular arc 70 on its edge, a left regulating roller 20 and a right regulating roller 21 regulating the surface of the recording medium 74 where the peeling layer does not exist to go along the circular arc 70 of the squeezing member 18, a left blade 22 and a right blade 23 removing the recording material 107 thermally fixed on the peeling layer of the recording medium 74 in a regulation section regulated by the left regulating roller 20 and the right regulating roller 21. First, the surface of the recording medium 74 where the peeling layer does not exist is regulated to go along the circular arc 70 of the squeezing member by the left regulating roller 20 and the right regulating roller 21 so as to weaken contact force between the recording material 107 and the peeling layer, and then the recording material 107 is removed by the left blade 22 or the right blade 23.
