PROBLEM TO BE SOLVED: To precisely and quickly detect a resistive leak current, using only a signal obtained by ZCTs, as to a leak current detector and a leak current detecting method in an electric power supply system. SOLUTION: The signal from a ZCT part 1 including the ZCT 1-ZCT m for detecting a current flowing in a grounding line is input to extract frequency information of the signal, a basic parameter required for identification of a leak system is extracted by a basic parameter extracting means (basic parameter extracting part 2), an error between the basic parameter and an output parameter is extracted by an error extracting means (error extracting part 4), the output parameter is corrected to to make the extracted error get closely near to zero so as to identify the leak system including a leak route, the resistive leak current is detected by a system identifying circuit means (system identifying circuit part 3), and a caution or an alarm of leakage generation is output based on a level and a continuing time of the detected resistive leak current.
