PROBLEM TO BE SOLVED: To obtain an enhancer for adhesiveness between an oil film coated steel material and a foamed epoxy resin and a foamable epoxy resin composition that comprises the same and reinforces the hollow of an oil film coated steel material. SOLUTION: The enhancer for adhesiveness between an oil film coated steel material and a filler of foamed cured epoxy resin comprises a thermally polymerizable carboxy group-containing unsaturated monomer of at least one of a partial ester of a hydroxy group-containing (meth)acrylate and an organic polycarboxylic acid and (meth)acrylic acid and/or a metal carboxylate group-containing unsaturated monomer obtained by converting the monomer into a metal salt. The foamable epoxy resin composition for reinforcing an oil film coated steel material comprises the enhancer for adhesiveness, an epoxy resin and a thermally decomposable organic blowing agent.
