PROBLEM TO BE SOLVED: To provide a belt mounting device and a belt mounting method capable of fitting a belt to a pulley without damaging the belt. SOLUTION: This belt mounting device 1 comprises a guide 2 having a substrate 3, a leg part 4, a boss 5, a bolt 6, and a stand 7 and a guide bar 8. The guide 2 is fixed to the pulley 21 by hooking the leg part 4 extending to the outer periphery of the substrate 3 thereto, the bolt 6 on which the stand 7 having the belt 20 is placed is screwed into a screw hole 5a to moved the stand 7 in a belt extending direction so as to tense the belt 20 relative to the pulley 21 to which the belt is fitted. Then, after the belt 20 is moved to the guide bar 8 inserted into the hole 4a disposed in the leg part 4, the guide bar 8 is pulled off the hole 4a to fit the belt 20 to the pulley 21.
