PROBLEM TO BE SOLVED: To provide an image editing device capable of efficiently performing image editing work in combining image data recorded on various recording media with a template image, and to provide a photograph processing apparatus. SOLUTION: This image editing device for combining image data about photographing obtained from an external recording medium with a template image having a plurality of image composition areas that are stored in advance is provided with an image data obtaining part 11 where a plurality of types of media can be inserted and extracted and which reads image data stored in respective media, a film scanner 12 for obtaining image data of a film, an image display part 152 for displaying image data obtained from various media set as image obtaining objectives, on a monitor 13, an operating part 14 for selecting composite objective images for each image composition area of a template image from image data of each medium displayed on the monitor 13, and an image composite part 155 for overlapping a selected composite objective image on each image composition area of the template image to compose the template image with the composition objective image.
