PROBLEM TO BE SOLVED: To obtain a non-reciprocative circuit element with the reduced number of components handled during assembling capable of realizing miniaturization and cost reduction, and to provide a communication device. SOLUTION: The non-reciprocative circuit element has the following constitution. A dielectric substrate 20, in which center electrodes 21, 22 are formed on the main face with an electrode film, ferrite 40 which is arranged near the center electrodes 21, 22, and a permanent magnet 45 which impresses a DC magnetic field to the ferrite 40 are stored in a recessed place 13 of a yoke 10. A resistance film is formed to the main face of the dielectric substrate 20. Capacitors 51, 52 are also mounted on the main face of the dielectric substrate 20. A ground terminal 18 for external connection is formed on a part of the yoke 10. Ground electrodes are formed on the upper end face of the dielectric substrate 20 as through-holes 35, 36. Input/output electrodes for external connection are formed on the lower end face as through-holes 31, 32. The through-holes 35, 36 are electrically and directly connected to the yoke 10.
