PROBLEM TO BE SOLVED: To provide a flat display device with improved productivity capable of efficiently maintaining the inside of a vacuum envelope in a high vacuum. SOLUTION: The vacuum envelope 10 of the flat display device has two pieces of flat substrates 11, 12 facing each other with a distance of which the peripheral part is joined to each other. Sputter ion cells 34 having a pair of cathodes 36a, 36b successively arranged in a direction perpendicular to the surface of the flat substrate, and an anode 38 located between the cathodes, are arranged in the vacuum envelope.
