PROBLEM TO BE SOLVED: To provide a method and apparatus for improving the timing behavior of processing units, in which all the units are threads in a multithreading environment and can have different time bases. SOLUTION: The method and apparatus comprise steps of measuring the loading degree of an output-side buffer, the measurement consequently generating a value equivalent to the loading rate of the output-side buffer; calculating a timer value from the measurement value; setting a timer by the timer value to start the timer, the timer transmitting a report when a predetermined time passed by the timer value; and activating a processing unit thread based on the report if it is activated, or continuing the activation of the processing unit thread.
