The installation has an inlet duct (28) for supplying hot heating water to a heating heat exchanger (22), and an output duct (30) for evacuating the cooled heating water from an output of the heat exchanger. A control valve controls the flow rate of the heating water passing through the heat exchanger. The inlet and outlet ducts are thermally connected on a part of their length, beyond the heat exchanger. An independent claim is also included for a motor vehicle comprising a heating and air conditioning installation.
