PROBLEM TO BE SOLVED: To reduce the number of parts of an impact-absorbing steering apparatus. SOLUTION: In this impact-absorbing steering apparatus 1, a main part 15 of an upper bracket 12 is fixed to an upper tube 9 of a steering column 4, and an extension end 21 of an extended piece 16 extended from the main part 15 and folded in U-shape is superimposed on the main part 15. A fixing member 13 is inserted through insertion holes 29, 26 of the main part 15 and the extension end 21 of the extended piece 16 and fixed to a vehicle body side member 11 to fix the extension end 21 to the vehicle body side member 11. The insertion hole 29 of the main part 15 detaches the fixing member 13 upon collision. Upon collision, a main part 15 of the upper bracket 12 and a base end 20 of the extended piece 16 move along with the upper tube 9, and the extended piece 16 is deformed to absorb impact.
