PROBLEM TO BE SOLVED: To provide an image forming apparatus improved in factors which make design of charging characteristics of toner difficult. SOLUTION: The surface of a roller provided on an image carrying body is made of a high water-repellent member showing≥90°contact angle measured by using pure water. The toner to be used for the image carrying body has a capsule structure comprising a core and a shell resin surrounding the core. The core comprises a resin having≤60°C glass transition temperature and easily melting by heat, while the shell comprises a resin having the glass transition temperature higher than the above resin and easily melting by heat.
