PROBLEM TO BE SOLVED: To grasp the position of a fire and to secure an evacuation path by utilizing the energy of water flowing from a sprinkler head as the power for a radio-transmitter. SOLUTION: When a fire breaks out at the sprinkler head 3034, the sprinkler head 3034 is opened with the heat of the fire, and water is released. A generator 502 built in the radio-transmitter 5034 generates electricity with the energy of the released water, and the radio-transmitter 5034 transmits a position signal of the sprinkler head 3034 to a receiver 15 with the generated electric power. Then, the receiver 15 determines the place where the sprinkler head 3034 is set based on the received signal, and operates a display device 60 for displaying evacuation guide signs set in the periphery after that. Specifically, an arrow, as the evacuation guide sign displayed in the display device 60 set in a room 100 as the site, is displayed apart from the position of the sprinkler head 3034 to point to an exit 101 of the room 100.
