PROBLEM TO BE SOLVED: To provide a leather tanning agent which is safe in terms of environmental pollution and industrial hygiene, does not generate formaldehyde as compared with conventional phosphorus-based leather tanning agents and is excellent in leather tanning effect, and to provide a method for tanning leather. SOLUTION: The leather tanning agent comprises an effective amount of a phosphonium salt represented by general formula (1), which is preferably a product obtained by the reaction of tris(hydroxypropyl)phosphine represented by general formula (2) with an acid.
