PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition which can be prepared without applying energy, which has superior stability and cosmetic characteristics, and of which the average diameter of the liquid drops falls in the range of 50-500 nm. SOLUTION: The composition is characterised in that it contains an emulsion system containing a nonionic surfactant (i) having a melting point of lower than 45°C and an HLB in the range of 10-15, which contains a polar part containing at least five pieces of oxyethylene groups and a nonpolar part containing at least one 14-22C branched or unsaturated alkyl chains, and an anionic surfactant (ii); and a hydrophilic UV screening agent; and an oily phase contains a hydrocarbon-based oil (i) having a molecular weight of≤400 in at least 25 wt.% to the total weight of the oily phase, and a triglyceride-bsased oil (ii) in below 15 wt.% to the total weight of the oily phase; and the weight ratio of the oil to the emulsion system is in the range of 0.8 to 3.5.
