PROBLEM TO BE SOLVED: To provide a compact and simple paper sheet arranging device capable of efficiently arranging paper sheets even when paper sheet bundles with ballot paper sheets randomly collected are grasped by hand from a front side of a paper sheet storage member and thrown, and arranging the longitudinal and transverse sides of the paper sheets of different longitudinal and transverse dimensions. SOLUTION: A paper sheet storage member 11 having an opening part for throwing paper sheets in a front side to store paper sheet bundles of ballots paper comprises a back side member 18 which supports the back sides of paper sheets and inclines the paper sheets at an angle of elevation, two inclined face members 19, 20 which respectively support two paper sheet edges 14a, 14b orthogonal to each other of paper sheets 13 and are turnable between the positions of inclination inclined at the angle of elevation and opposite to each other and the parallel positions facing parallel to each other, and two front side members 21, 22 which are integrally operated with the inclined face members 19, 20 and respectively support front sides of the paper sheets in a vicinity of the two paper sheet edges. A paper sheet arranging device comprises an inclined face member driving device 16 to drive the inclined face members 19, 20 between the position of inclination and the parallel position, a vibrating device 12 to vibrate the paper sheet storage member 11, and an air feeder 15 to spray air toward paper sheet edge of the paper sheets 13 stored inside the paper sheet storage member 11.
