PROBLEM TO BE SOLVED: To transmit a rescue signal or an emergency signal by accurately detecting falling of ship crew or theft of a vehicle through radio communication. SOLUTION: A ship 101 has a monitoring terminal 103 to detect that a crewman 107 falls outside the ship based on communication state by carrying out two-way communication always or periodically with a terminal 108 of the crewman, a timer 102a which giving a time-out after a predetermined time from the start and is stopped by the crewman 107 before timing of giving time-out, a control terminal 102 which turns off an engine switch 106 of the ship when the monitoring terminal detects the falling and starts the timer, and a communication terminal 105 outside the ship which transmits the rescue signal when the timer gives the time-out.
