PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which realizes high durability, high image quality and stabilization of image quality, and to provide an image forming apparatus and a process cartridge for electrophotography. SOLUTION: The electrophotographic photoreceptor has at least a photosensitive layer on a conductive support. An elastic displacement rateτe of a surface of the electrophotographic photoreceptor defined by the expression: elastic displacement rateτe(%)=[(maximum displacement)-(plastic displacement)]/(maximum displacement)×100 is≥40%, and innumerable linear scratches intersecting one another are uniformly formed on the surface of the electrophotographic photoreceptor.
