PROBLEM TO BE SOLVED: To obtain a variably adjustable reflecting mirror by modifying a Risley prism set. SOLUTION: An apparatus (200;1000) for manipulating a path of a beam includes a first wedge (210) and a second wedge (220). The first wedge includes a first refractive surface (212;214) and a second refractive surface (214;212). The second wedge includes a third refractive surface (222;224) adjacent to the second refractive surface and a reflective surface (224;222). The beam refracts at the first refractive surface, refracts at the second refractive surface, refracts at the third refractive surface, reflects from the reflecting surface, refracts at the third refractive surface, refracts at the second refractive surface and refracts at the first refractive surface. At least one of the first wedge and the second wedge can be made to rotate so that the beam, exiting the apparatus, is substantially oriented orthogonal with respect to the beam entering the apparatus.
