PROBLEM TO BE SOLVED: To provide a high-frequency dielectric heat fixing device that has high reliability, high efficiency in heating, and superior environmental characteristics, and to provide an image forming apparatus that uses the fixing method. SOLUTION: Using a high-frequency generating means 11, the high-frequency dielectric heat fixing device fixes a sheet of recording paper 1 having a liquid-containing unfixed image formed thereon. In the high-frequency dielectric heat fixing device, the high-frequency generating means 11 is disposed near and opposite to the unfixed image formation side of the recording paper 1. An endless belt 14, which traps vapor generated from the object fixed under heat and is made of a material whose dielectric loss is less, is disposed between the high-frequency generating means 11 and the recording paper. In addition, the belt 14 is provided with a liquid removal means 18 and a cooling means 19. Further, a drive control circuit 20 is provided, such that the conveyance speed of the endless belt 14 is variable according to the image information of the unfixed image.
