PROBLEM TO BE SOLVED: To provide a cosmetic causing good penetration of cosmetic components into skin and capable of exhibiting an effective action of the cosmetic sufficiently, and at the same time a method for getting an effect of a bare skin beauty by quickly penetrating the cosmetic components without totally changing the conventional production method or the content of approved components of a quasi drug, and the cosmetic penetrating quickly to the cellular level of a body, expected to give an improving effect from the inside of the body since reduced water is ultra fine and also excellent in preservation property, since it has an anti-oxidation effect.
