PROBLEM TO BE SOLVED: To enable use of city water at a suitable temperature by preventing the temperature of city water from increasing like in summer and the temperature from decreasing like in winter and feeling uncomfortable. SOLUTION: A hydraulic motor installed upstream in a channel and driven by water stream flowing in a water channel, a speed-up gear magnifying power generated by drive of the hydraulic motor, a power generator generating electricity by a motive energy amplified by the speed-up gear, are arranged so as to get into contact with the channel. The city water heat exchanger is composed of a heat exchanger varying water temperature through an exothermic or endothermic reaction, city water flowing in the city water stream can be heated by heating in winter and the city water flowing in a tap water stream can be cooled through endothermic reaction insummer.
