<P>PROBLEM TO BE SOLVED: To enhance the media value of contents which a broadcast business entity transmits and to secure high earnings to an investor who invests money in order to manage the broadcast business entity. <P>SOLUTION: Investment is received from the investor, program contents are produced by this fund, advertisement participation to a program is recruited to external business units, an advertisement charge is received, the completed program is registered in a pay program list of a management business entity, content guidance and the charge of the pay program are transmitted to system members by inserting them into a fundamental program which the management business entity transmits to all the system members, the management business entity transmits the pay program to receivers of each system member and writes charge information in registration columns of the system members when there is reception application from the system members.
