PROBLEM TO BE SOLVED: To provide a heating and cooling panel unit superior in site installation performance, and having high strength and high thermal insulation performance. SOLUTION: This heating and cooling panel unit has a pipe unit 12 composed of a heat exchange fluid supply side main pipe 14 for flatly forming a cross-sectional shape, a heat exchange fluid return side main pipe 16 formed in a similar shape, and a plurality of thin heat exchange pipes 22 communicating between the supply side main pipe 14 and the return side main pipe 16. The panel unit has integrally a storage plate 24 for forming a storage groove 26 for storing the pipe unit 12 on one side surface, a thermal insulation material 32 installed on a side surface on the opposite side of the storage groove 26 of the storage plate 24, structural plywood 34 installed on an opposite side surface of the thermal insulation material 32, and a uniformly heating plate 28 laminated on a surface provided with the storage groove 26 of the storage plate 24 in a state of storing the pipe unit 12.
