PROBLEM TO BE SOLVED: To provide a water-in-oil type cosmetic for eyelashes, having excellent curl-keeping effects, transparency, gloss, water resistance and sebum resistance and also having good preservation stability. SOLUTION: The water-in-oil type cosmetic for the eyelashes is obtained by formulating a specific resin emulsion, a partially crosslinked type organopolysiloxane polymer, a volatile silicone and an organosilicon resin, optionally in combination with a specific hydrofluoroether.
